elcome to the Centralized Eligibility List (CEL), serving counties throughout northern California. he CEL is a list of families needing child care assistance in your county. Child care programs in your county that are funded by the California Department of Education (as well as many Head Start and State Preschool programs) use the CEL to find eligible families when there are openings in their no-cost or low-cost child care programs. Unlike a waiting list, the CEL is an eligibility list.
